Applications are invited from suitable qualified persons to fill the following post in the St. Ann Municipal Corporation:
Director of Finance (FMG/PA2)
Salary Scale: $3,770,761 - 5, 071,254 p.a.
Key Responsibilities:
- Ensuring lawfulness and financial prudence of decision making
- Administration of financial affairs
- Contribute to the corporate management of the Municipal Corporation, in particular through the provision of professional advice.
- In consultation with the Chief Executive Officer, provide advice on the scope of powers and authority to take decisions, administration, financial impropriety; and budget policy framework issues to all Councillors and will support and advise Councillors and officers in their respective roles.
- Adopt the correct administrative measures to preserve the integrity of accounting books, records, and financial statements or other documents related to public expenditure and revenue and to prevent the falsification of such documents.
- Supervising the preparation of the Municipal Corporation's Annual Budget in consultation with the Heads of Departments/Sections.
- Forwarding annual accounts and approval estimates to the Ministry responsible for government and the Auditor General.
- Preparing on a monthly basis, in-depth analysis of expenditure of Municipal Corporation to be made available for the information and analysis of the Finance Committee.
- Consulting with all Heads of Departments and sections on matters pertaining to finance and giving specific and general advice on finance procedures.
- Assisting to negotiate with Trade Unions on industrial relation matter necessary, providing costing of claims submitted.
- Drafting replies to Audit Queries.
Qualifications:
- Bachelors in Business Administration major Finance and Accounts, Finance and Banking, Bachelors in Science Degree Accounting/Management Studies (Accounts) - ACCA level 2.
- A combination ASC Accounting - MIND along with the completion of the revised Diploma.
- Government Accounting - MIND or equivalent qualification from an accredited institution.
Junior Internal Auditor (FMG/AS1)
Salary Scale: $3,094,839 - 4,162,214 p.a.
Key Responsibilities:
- Conducts review of assigned organizational and functional activities in accordance with the instructions given by the Internal Auditor and the prescribed audit program.
- Verifies the adequacy and accuracy of financial records, examines and appraises financial and accounting practices, systems and procedures.
- Ensures that his/her working papers are properly prepared and submitted for review.
- Clears any queries on the working papers prepared.
- Assist in the preparation of preliminary recommendations and drafting of reports.
- Perform other related duties assigned from time to time.
- To get acquainted with all financial circulars or instructions given under the financial audit act (FAA), Local Governance and Government of Jamaica Procurement Guidelines ensure comprehension and compliance.
Qualifications:
- Bachelors of Science Degree Accounts, Finance, Management studies.
- Bachelors in Business Administration major Finance and Accounts, Finance and Banking.
- Bachelors in Science Degree Accounting/Management Studies (Account) - ACCA level 2 or both Associate Degree - Accounts
- Diploma in Government Accounting or ACCA level 2 with two (2) years' auditing or accounting experience or any relevant equivalent qualification.
