Accounts Officer (Kingston, Jamaica) - National Education Trust

Job Purpose

To provide support in the administration of the financial affairs of NET through the provision of accurate, timely and reliable accounting information and records in adherence with established GoJ financial and accounting guidelines and generally accepted accounting standards.

KEY AREAS OF RESPONSIBILITY

Technical/Professional Responsibilities
  • Maintains sub-ledgers and statistical records ensuring they are kept current and reconciled with the General Ledger.
  • Participates in determining the cash flow requirements of NET, reviews and closely monitors inflows of internal receipts against budgetary target; reporting any expected/project shortfalls and adjusting cash flow projections to the Accounts and Finance Manager.
  • Prepares assigned financial statements and financial reports for review and analysis by the Accounts and Finance Manager
  • Assists with coordinating the preparation for external auditors; conduct research and participates in the preparing of responses to queries and implementing recommendations from internal and external auditors.
  • Manages accounts payable transactions; ensures that suppliers’ credit is properly utilized and reasonable credit terms are obtained.
  • Liaises with the Accountant General’s Department on accounts payable matters; follows up to ensure creditors’ payments are made on time and statutory deductions are remitted to the relevant authorities within stipulated timeframe to ensure compliance with all regulations by NET.
  • Prepares journals and other adjusting entries to the financial accounts.
  • Ensures that the assets and liabilities of the Bank are properly recorded and maintenance of the fixed assets register.
  • Prepare bank reconciliation for all bank accounts.
  • Prepares monthly expenditure statements and ensures that expenditure conforms to budgetary limits.

Financial Controller (FMG/PA 2)

Job Purpose

Reporting directly to the Registrar, the Financial Controller is responsible for managing the financial operations of the Pesticides Control Authority to ensure the proper acquisition and utilization of funds and assets in accordance with government policies and procedures.

Key Responsibilities:

  • Oversee the implementation of all accounting functions of the Authority.
  • Assist the Registrar in preparing all PCA Budgets.

Accounting Technician II (FMG/AT 2)

Under the supervision of the Director- Finance & Accounting, the Accounting Technician II (Payroll Officer – Fortnightly & Monthly) is responsible for the timely and accurate preparation of fortnightly and monthly salary payments and the compilation of salary and statutory deduction listings. The incumbent ensures that the financial and management accounting practices in relation to the above tasks comply with the requirements, regulations and instructions of the Financial Administration and Audit Act (FAAA), Government of Jamaica (GOJ) Accounting Policies and Procedures, the GOJ Staff Orders, the King’s House Standing Orders, and other financial policies and practices.

The incumbent computes and records the earnings owed to each member of Staff and responds to directives received which results in calculating salaries and deductions: statutory and otherwise. They prepare the annual returns at the end of each year for monthly and fortnightly Staff, and submit same to the relevant Government of Jamaica authorities. This position also assumes the role and responsibilities of Commitment Control Officer for all payroll transactions.

The incumbent must have knowledge of methods, practices, documents and terminology used in accounting and recordkeeping; standard office practices and procedures, GOJ policies, procedures and practices governing related financial transactions; relevant computer software and spreadsheet applications

The Accounting Technician II projects a professional image through in-person and telephone interaction, thereby upholding the expected high standards of service delivery, which is considered vital and deserving to stakeholders, staff and visitors to the Unit.

Experiential Requirements & Special Conditions

  • The incumbent must have an associate’s degree in Accounting or Business Administration or its equivalent from a recognized tertiary institution or AAT Intermediate Level or a Certificate in Government Accounting Level 2, in addition to knowledge of GOJ Accounting and three (3) years of progressive related working experience.
This is a typical office environment, with no adverse working conditions; however, there can be high pressure especially during the salary payment cycle. Responsibilities may sometimes require working evenings, with little advance notice.

Accounting Technician III (FMG/AT 3)

Under the supervision of the Director, Finance & Accounting, the Accounting Technician III is responsible for the efficient and effective administration of the financial and accounting practices of the Unit. They perform Management and Financial Accounting functions within the requirements, regulations and instructions of the Financial Administration and Audit Act (FAAA), the Government of Jamaica (GOJ) Accounting Policies and Procedures, the Government of Jamaica Staff Orders, the King’s House Standing Orders and other agreed financial policies and practices.

The incumbent produces all the monthly financial statements and reports for the Office as well as the monthly statutory declarations to be delivered to the Tax Administration of Jamaica. They certify all transactions which are input using the Government Financial Management System. This must be done prior to the approval process by the Director of Finance and Accounting.

The incumbent must have knowledge of methods, practices, documents and terminology used in accounting and record keeping. Standard office practices and procedures, GOJ policies, procedures and practices governing related financial transactions, King’s House Standing Orders. Knowledge of relevant computer software and spreadsheet applications.

The Accounting Technician III demonstrates a professional image through in-person and telephone interaction, thereby upholding the expected high standards of service delivery, which is considered vital and deserving to stakeholders, staff and visitors to the Unit.

ACCOUNTING OFFICER - BANKING & INVESTMENTS

Key Responsibilities
  • Monitor accounts statements, verification of all entries and general ledger balances, and reconciliation of bank accounts.
  • Prepare invoices and collect receivables, as per department guidelines
  • Maintain the fixed asset registers
  • Reconcile assigned sub-ledgers to the respective G/L accounts.
  • Prepare schedules for ALCO, Board, Audit Committee or any other committee reports as required.
  • Prepare quarterly consolidated schedules
  • Assist in the preparation of the monthly financial statements by preparing specific and adhoc schedules/ reports as assigned

  • Perform regular self-audit reviews as required.
  • Assist in the analysis of general ledger accounts and ensure the adequacy of the month-end expense and non-interest income accruals
  • Prepare schedules for auditors, inspection and annual budget exercise, as assigned

Minimum Qualification, Experience, Knowledge and Skills
  • Bachelor of Science in Accounting/Management Studies and pursuing ACCA level 11 or CPA.
  • At least two (2) years professional experience
  • Ability to learn relevant mainframe applications as required.
  • Knowledge of general ledger application and sub-ledger systems
  • Ability to understand, interpret and carry out procedures and detailed instructions
  • Ability to work quickly and accurately under pressure in order to meet established timelines
  • Good written and verbal communication skills
  • Good interpersonal skills to work effectively with others.
  • Proficiency with Microsoft Office Suite [EXCEL, Word etc.]

 The Early Childhood Commission (ECC), a statutory body of the Ministry of Education and Youth with responsibility to regulate the operation of early childhood institutions, is seeking to identify highly motivated and dynamic individuals to fill the following post:

Accounts Payable Officer (Travel & Subsistence) - FMG/AT 3 

Job Purpose

Under the supervision of the Senior Payable Officer, the incumbent is responsible for the proper checking and payments of staff travel mileage an subsistence allowance to entitled officers; to ensure that payments are regulated as per rules and rates in force from time to time. Update utility log register, record travel payment details within staff individual travel register and insert same on the accounting software in keeping with the established financial procedures and regulations.

Key Responsibilities:

  • Receives and date stamp Travel Claims; examine claims for validity, all the relevant areas are appropriately signed and the figures are accurate
  • Checks calculation of mileage for over or understatement of distance and verifies the distance with the travel map
  • Checks time of arrival and departure, and calculate the numbers of hours per 24 hours and fraction thereof for which the officer is entitled for subsistence allowance
  • Maintains accounts payable electronic and paper files and records
  • Data entry of travel claims, subsidy payments in accounting software
  • Updates utilities and staff travel registers
  • Facilitates international Organization for Standardization (ISO) activites
  • Handles internal and external accounts payable inquiries
  • Performs other related functions assigned from time to time by the Supervisor, Salaries/Payables

Minimum Required and Experience:
  • AAT Level 2 or;
  • ACCA- CAT Level B/Level 2 or;
  • NVQJ Level 2 Accounting  or;
  • Certificate in Accounting from an accredited university or;
  • Diploma in Accounting from a recognized university or; 
  • Associate of Science degree in Accounting, MIND or;
  • Diploma in Government Accounting, MIND i.e. Government Accounting Level 1, 2 or;
  • Bachelor's degree in Accounting or Management Studies with Accounting or BBS from a recognized university
Remuneration: Salary Scale - $2,190,302.00 - $2,945,712.00 per annum, and any other allowances attached to the post.
