Responsible for establishing and maintaining an effective records management, registry and library services, and archiving system to ensure proper recording and distribution of the Authority's mail, and maintenance of the library/resource centre, to facilitate timely dissemination and retrieval of information, documents and files.

Ideally, the successful applicant should possess the following:
Required Competencies:
- Excellent knowledge of records management and its relationship to information resource management
- Knowledge of the Dewey Decimal Classification System and Anglo-American Cataloguing rules
- Excellent knowledge of library automation software and computer concepts and applications
- Excellent knowledge of Database Management systems
- Proficiency in records inventory, records management audit, records analysis and retention schedules
Minimum Required Qualifications and Experience:
- Bachelor's degree in Records /Information Management, Social Sciences or other appropriate discipline
- Certificate in Supervisory Management
- Specialized training or certification in Archives Administration and/or Records Management
- At least five (5) years working experience in a library environment; ideally with records management exposure
- At least three (3) years experience at a supervisory level in a records or information management environment
