Project Director (Kingston, Jamaica) - National Irrigation Commission Limited


Job Summary

Under the direction of the Chief Executive Officer of the National Irrigation Commission Limited (NIC), the Project Director is responsible for the effective and efficient implementation of Projects to include all externally-funded projects that NIC is required to undertake as a participant stakeholder.

The Project Director will ensure the functioning of the projects and related activities from inception to closure. Additionally, the Project Director will ensure that all the contractor (s) deliver(s) on the contract, fulfills all obligations, and adequately addresses and characterizes any changed conditions or required changes to the design.

Key Responsibilities Include:

  • Leads and manages the Project Execution Unit of NIC to include supervision of staff and consultants;
  • Manages the successful implementation of all projects that fall under the remit of NIC to include both internally- and externally-funded projects;
  • Assists with field investigations, impact studies or other research in order to compile and analyze data, and make recommendations regarding the feasibility of designs presented;
  • Guides the definition of project scope, objectives and deliverables, involving all relevant stakeholders and ensuring technical feasibility;
  • Analyzes survey reports, maps, drawings and other topographical or geologic data to plan the project:
  • Develops feasibility designs and ensures that civil, hydraulic, structural, social and environmental design elements meet the required standards.
  • Supports the development of concept documents for projects;
  • Guides procurement activities and supports the preparation and evaluation of proposals, tender documents, bids, contracts, service agreements and consulting services.
  • Develops a detailed project plan to monitor and track progress in all elements of the project, including unfettered and equitable access to infrastructure and services developed under the project;
  • Ensures that all necessary communication is properly handled both internally and externally;
  • Verifies that applications for all permits and approvals are made in a timely manner and that all laws and regulations regarding project execution are complied with;
  • Proactively manages changes to the project scope, schedule and costs using appropriate verification techniques;
  • Confirms that all the necessary reports are accurately completed and submitted on time and that the project documentation are properly maintained in accordance with the relevant legislations and requirements.

Minimum Requirements:
  • Master's degree in Construction Management, Engineering or related technical field; Alternatively an equivalent qualification in a related field of study from a certified institution;
  • Project Management Certification;
  • Minimum of ten (10) years' extensive experience in project management, planning and implementation;
  • Demonstrated experience interacting with regional and international donor agencies will be an asset;
  • Excellent writing and verbal communication skills;
  • Sound analytical and problem-solving skills;
  • Excellent human relations skills.

Job Summary

Under the direct supervision of the Superintendent Mechnical/Electrical Maintenance, the Mechanical Technician is responsible to effect repairs and maintenance to the Commission's motor vehicles, pumping plants and equipment.

Key Responsibilities include:

  • Conduct diagnostics on vehicles to detect mechanical faults for correction;
  • Effect repairs to equipment and vehicles including truck, pick-up van, backhoe and crane;
  • Maintain motor vehicles by effecting regular general servicing including changing oils, greasing, replacing spark plugs, points etc;
  • Tests vehicles/equipment after repairs to ensure job was done satisfactorily;
  • Assist in carrying out monthly inspections of the Commission's vehicles and equipment;
  • Carry out welding repairs and fabrications as required;
  • Carry out minor repairs and general servicing of pumping plants, greasing and changing oils;
  • Prepare and submit monthly and other reports on any aspect of the work as directed.

Minimum Requirements:

  • Diploma in Auto Mechanics or equivalent;
  • A minimum of two (2) years' working experience in auto repairs, fabrication, welding;
  • Possession of a valid General Drive's Licence endorsed to operate motor vehicles mentioned above;
  • Good interpersonal relations;
  • Ability to communicate well both orally and in writing;
  • Reliable and self-motivated.

Procurement Manager

Job Summary

Under the general direction of the Director-Finance and Corporate Planning, the Procurement Manager is responsible to ensure the procurement and timely delivery of goods and services as requested within the guidelines of Government Procurement Policies and procedures.

Key Responsibilities include:

  • Provide advice and guidance to the CEO, Senior Executives and Managers on procurement policies and procedures.
  • Monitor and ensure that NIC Procurement practices conform to the financial Administration and audit (FAA) Act.
  • Adhere to Government procurement guidelines and ensure implementation of changes.
  • Procure quality goods and services on a competitive basis and ensure proper storage of goods delivered.
  • Prepare annual Procurement Plan and Budget.
  • Manage and control the procurement process to ensure compliance with the objectives/principles and procurement guidelines.
  • Monitor and certify critical activities concerning the following: Purchase Orders, Receipting, Invoicing, Payment Orders, Commitment Vouchers and Reconciliation of accounts.
  • Ensure allocation of funds to meet the planned expenditure prior to initiating the procurement process and provide guidance in establishing priorities for the allocation of resources.
  •  Secure approvals for related exemptions from the relevant authorities: Tax Compliance (TCC) from TAJ; Clearance letters from National Housing Trust (NHT) NS National Insurance Scheme (NIS).
  • Liaise with representatives of funding Agencies and Government Departments on matters relating to purchases and external payments for goods  to ensure that established guidelines, rules and regulations are adhered to
  • Liaise with Custom Brokers to ensure that imported goods are cleared from wharves and airports on time and in accordance with established Government Regulations.
  • Produce Procurement reports for internal submissions and external reporting to the relevant Government Departments.
  • Maintain inventory of all items procured and monitor re-order levels to minimize delays, extravagance and waste.
  • Manage the production of procurement/client contracts.
  • Attend meetings of Procurement and other management committees.
  • Manage and develop staff assigned and related personnel matters.

Minimum Requirements for the Position:

  • Bachelor's Degree in Business Administration, Management Studies, Public Administration or related field of study.
  • Certification in Procurement and Supplies Management.
  • A minimum of five (5) years' working experience in a managerial/supervisory position involving Procurement and Supplies Management.
  • Proficiency in Microsoft Office applications with advanced skills with Microsoft Excel.
  • Excellent Interpersonal and Team-building skills.
  • Ability to communicate effectively both orally and in writing.
  • Capacity to lead, supervise and influence others to achieve outcomes within tight deadlines. 
  • Flexibility to work outside regular working hours.

Administrative Assistant (Kingston, Jamaica) - National Irrigation Commission Limited

Job Summary

Under the direct supervision of the Public Relations Specialist, the Administrative Assistant is responsible for providing general administrative support to the Public Relations Specialist and the Public Relations Unit. 

Key Responsibilities include:

  • Produce Minutes of meetings as assigned
  • Produce departmental and other reports as required
  • Manage and maintain hard and soft copy files and records in accordance with established procedures 
  • Conduct administrative functions to include booking and coordinating meetings and events, managing calendar schedules  
  • Liaising with internal and external stakeholders including Government Ministries/Agencies and ensure adequate coordination and coverage of events
  • Assist in the design and production of the Commission's Annual Report and educational/promotional materials (e.g. newsletters, banners, brochures, pamphlets)
  • Assist in the preparation of speeches, messages and other communique
  • Manage, update and monitor the Commission's website and social media platforms
Minimum Requirements:
  • Current designation in Certified Administrative Professional (CAP) or Diploma in Administrative Management Level 4 
  • Certificate in Public Relations/Associate degree in Mass Communications or related field of study
  • Minimum of three (3) years working experience in an administrative or public relations position
  • Excellent command of the English Language and the ability to communicate effectively both orally and in writing
  • Proficiency in Microsoft Office and other related applications
  • Excellent interpersonal, customer service, and team building skills
  • High degree of integrity and flexibility
  • Knowledge of public relations principles and practices

Customer Service/Billing Officer (Yallahs, St. Thomas - Jamaica)


Job Summary

Under the general direction of the Commercial Manager, the Customer Service/Billing Officer is responsible for the contracting, billing and customer-related services for consumers of irrigated water in the Yallahs and Plantain Garden River Irrigation Districts.

Key Responsibilities include:

  • Ascertain and maintain knowledge of the Commission's financial and commercial regulations, standards and procedures for billing and collections and current rates applicable to water supplies
  • Maintain accurate and up-to-date records of customer payments and accounts at the local office of the NIC
  • Ensure delivery of bills to customers
  • Ensure the relevant charges are applied to new and delinquent customers and the information submitted on a timely basis
  • Ensure accurate data and reports are submitted on a timely basis each month to the Commercial Department for the preparation of customers' bills
  • Attend Water Users' Group meetings to facilitate customers' queries
  • Prepare and submit lists of delinquent customers within the District for appropriate action to be taken and monitor disconnection and reconnection notices
  • Issue warning notices for disconnections and follow up with technical staff to ensure that disconnections are effected
  • Prepare changes on customers' data as well as introduce new customers
  • Process customer applications and draft contracts for review and approval in keeping with the processes established
  • Prepare and submit reports on disconnection, reconnection and customer payments as required
  • Follow up on the registration of applications and contracts to ensure complete processing according to service standards
  • Receive customer concerns and take appropriate action to address them in a timely manner
  • Digitize and upload customer records
Minimum Requirements for the position:
  • Associate degree or diploma in Business Administration/Marketing or a related field of study
  • A minimum of three (3) years working experience in a customer service/billing environment
  • Appreciation of  customer service requirements and techniques
  • Good interpersonal skills
  • Excellent command of the English Language with clear diction and good writing skills
  • Good Information Technology skills
  • Ability to work with minimal supervision 
  • Aptitude for learning and development

Station Attendant (Kingston) - National Irrigation Commission Limited

Job Summary
Under the direct supervision of Manager - Administration & Office Services, the Station Attendant provides support for the general daily operational activities and aesthetic maintenance of the compound and exterior environment at the Head Office of NIC.

Key Responsibilities include:
  • Maintain the general aesthetic and sanitation of the compound (rake grounds, mow lawns, etc)
  • Wash motor vehicles operated by the Commission and designated officers
  • Care for trees and plants on the compound
  • Undertake minor maintenance functions to preserve the integrity of the exterior of buildings (wash windows or walls)
  • Assist with operational activities at the location
  • Transfer items delivered to the designated storage and items requested from storage

Minimum Requirements:
  • Attainment of at minimum grade 9 level of education
  • Ability to read fluently, write legibly and speak clearly
  • Ability to operate weed wacker/lawn mower or any other device that may be required to perform the duties
  • Possession of a driver's license would be an asset
  • Minimum of three (3) years working experience 
  • Positive attitude and aptitude for learning
