The HEART/National Service Training Agency Trust (HEART/NSTA Trust), a statutory organization mandated to co-ordinate and facilitate the training and assessment of the Jamaica workforce to international standards, invites applications for the positions of:

Legal Officer

Legal Services Department

The Job:

The Legal Officer has responsibility for overseeing a range of legal support services for the Department. This will include drafting of legal documents, conducting research, maintaining case files and key legal instruments. The Job Holder also manages its own case load under the supervision of the legal Counsel.

Qualifications and Experience:

  • NVQ-J Level 5 Certification or Bachelor of Laws Degree LLB, or equivalent.
  • Certificate in Legal Education from the Counsel of Legal Education and admission to the Jamaican Bar.
  • At least three (3) years relevant experience as a Practicing Attorney-at-Law in a similar industry/environment or a position in a large Public Body.
Key Duties:
  • Assists in the development of the Legislative and Regulatory framework for the Organisation.
  • Assists the Legal Counsel in enabling the Board and Management to remain compliant.
  • Conducts research on the relevant laws that would be applicable to Organizational cases.
  • Analyses, cross checks and validates information relating to Organizational cases.
  • Prepares and submits for review written reports of case observations and findings.
  • Collaborates with the Paralegal Officer in updating files and in maintaining accurate legal records.
  • Drafts legal documents including Litigation Briefs, Contracts and other key legal instruments.
  • Records and produces accurate meeting notes; completes necessary follow-up work from meetings.
Web Developer (2 year contract)

The Job:
The Web Developer is responsible for identifying user requirements, designing and maintaining the HEART's websites, web and mobile applications.

Qualifications and Experience:
  • NVQ-J Level 5 Certification or Bachelor's Degree in Computer Science, Information Technology, ICT, Computer Information Systems or equivalent.
  • At least two (2) years' relevant experience for mastering the demand of the functions. The experience ideally should be gained from an Industry/environment similar to what prevails at HEART/NSTA Trust.
Key Duties
  • Develops and maintains knowledge of the Trust's ICT Applications Portfolio, Development Tools, and Development procedures.
  • Develops high-quality software code in accordance with established ICT standards and development guidelines. Produces technical documentation that accurately and thoroughly depicts the software design and code base.
  • Confers with end-users and various divisional representatives in resolving questions of programme/system intent, output requirements, input data acquisition, and inclusion of internal checks and controls.
  • Performs website, web and mobile application maintenance, modifications, and enhancements to new/existing systems through programming, testing, documenting, and user-training.
  • Performs adequate Unit-testing and evaluation of website, web and mobile applications, ensuring requirements are addressed, basic functionality works, and errors properly handled.
  • Troubleshoots Application Production issues that resolve concerns without causing additional problems.
  • Reviews and analyses the effectiveness and efficiency of existing systems and develops strategies for further leveraging these systems.

Sales and Marketing Manager Needed (Kingston, Jamaica)

A Kingston based manufacturer and marketer of beverages for the local and export markets is seeking to employ a competent Sales and Marketing Manager to plan and execute its domestic and export programs.

The successful candidate should have strong knowledge of the local wholesale and retail trade and trade marketing, as well as good interpersonal, leadership, and communication skills.

Responsibilities Include:

  • Preparing annual budget plans and managing such plans to meet the company's sales, marketing and expenditure targets.
  • Researching and developing marketing opportunities and plans, understanding customer and consumer requirements and trends, and using the acquired information to achieve the company's sales and marketing goals.
  • Recruiting, training, scheduling, coaching, and managing marketing and sales teams to meet sales and marketing human resource objectives.
  • Maintaining highly productive relationships with the wholesale and retail trade.
  • Working with a management team and internal stakeholders to achieve the company's plans and objectives.
Qualifications:
  • Bachelor's Degree in Sales and Marketing or Business Administration.
  • Evidence of a minimum of five years successful, proven, and effective performance in managing the sales and marketing function of a company, preferably in the beverage or other Fast Moving Consumer Goods business.
  • Dynamic personality and excellent people skills.
  • Evidence of excellent relationships and contacts with the local wholesale and retail trade.
  • Experience in managing a sales force. 
  • Computer literate with good spreadsheet and word processing skills.

Under the general direction of the Chief Executive Officer, the Manager: Corporate Planning, Quality Assurance and Control is responsible for establishing and maintaining a system for integrating the corporate, operational planning and performance monitoring processes across the Agency to ensure that the Office of the Cabinet's corporate and operational plans and budgets are delivered to the required quality and time standards; Manager the activities required to meet the quality standards set or the COJ's products and services.

Some Responsibilities include:

  • Providing strategic direction to the planning process to ensure that divisional and unit plans are written in conformance with set criteria and in alignment with organizational mission, vision, goals and objectives;
  • Issuing corporate planning and budgeting guidelines to Heads of Division/Unit within the Companies Office of Jamaica consistent with GOJ standards.
  • Preparing the corporate and operational plans for the COJ; ensuring integration of the planning and budget processes and also that the plans are consistent with and contribute to wider Government priorities.
  • Coordinating internal quality audits/project audits to verify compliance to contracts/QMS requirements/legislation/policies and procedures high lighting areas of improvement as well as opportunities for improvement and liaising with process owners regarding corrective actions.
The successful candidate must have:
  • Bachelors Degree in Management Studies or Public Administration or a related field or equivalent qualification.
  • Specialized training in strategic planning and/ or management or project management.
  • At least six (6) years of strategic planning experience and/or five years' experience in a Senior Quality Management Position.
  • Specialized training in ISO 9001 :2015 Quality Management System Standard; ISO 9001:2015 Lead Auditor training and experience.
