Legal Officer (Kingston, Jamaica) - Insurance Company of the West Indies (ICWI)

A legal officer is urgently required to work in a fast growing and dynamic micro-finance organization with corporate office situated in Kingston.

The selected candidate must have a strong administrative/organizational and interpersonal skills, being highly detailed oriented and the ability to multi-task, handle a fast-paced environment, require minimal supervision, be results focused working within a team.

The successful candidate will be required to:

  • Provide legal research and consultation on a wide range of issues
  • Prepare, file, serve/dispatch legal documents

Legal Officer, Web Developer (Kingston, Jamaica) - HEART/NSTA Trust

 


The HEART/National Service Training Agency Trust (HEART/NSTA Trust), a statutory organization mandated to co-ordinate and facilitate the training and assessment of the Jamaica workforce to international standards, invites applications for the positions of:

The Job:

The Legal Officer has responsibility for overseeing a range of legal support services for the Department. This will include drafting of legal documents, conducting research, maintaining case files and key legal instruments. The Job Holder also manages its own case load under the supervision of the legal Counsel.

Qualifications and Experience:

  • NVQ-J Level 5 Certification or Bachelor of Laws Degree LLB, or equivalent.
  • Certificate in Legal Education from the Counsel of Legal Education and admission to the Jamaican Bar.
  • At least three (3) years relevant experience as a Practicing Attorney-at-Law in a similar industry/environment or a position in a large Public Body.
Key Duties:
  • Assists in the development of the Legislative and Regulatory framework for the Organisation.
  • Assists the Legal Counsel in enabling the Board and Management to remain compliant.
  • Conducts research on the relevant laws that would be applicable to Organizational cases.
  • Analyses, cross checks and validates information relating to Organizational cases.
  • Prepares and submits for review written reports of case observations and findings.
  • Collaborates with the Paralegal Officer in updating files and in maintaining accurate legal records.
  • Drafts legal documents including Litigation Briefs, Contracts and other key legal instruments.
  • Records and produces accurate meeting notes; completes necessary follow-up work from meetings.
Web Developer (2 year contract)

The Job:
The Web Developer is responsible for identifying user requirements, designing and maintaining the HEART's websites, web and mobile applications.

Qualifications and Experience:
  • NVQ-J Level 5 Certification or Bachelor's Degree in Computer Science, Information Technology, ICT, Computer Information Systems or equivalent.
  • At least two (2) years' relevant experience for mastering the demand of the functions. The experience ideally should be gained from an Industry/environment similar to what prevails at HEART/NSTA Trust.
Key Duties
  • Develops and maintains knowledge of the Trust's ICT Applications Portfolio, Development Tools, and Development procedures.
  • Develops high-quality software code in accordance with established ICT standards and development guidelines. Produces technical documentation that accurately and thoroughly depicts the software design and code base.
  • Confers with end-users and various divisional representatives in resolving questions of programme/system intent, output requirements, input data acquisition, and inclusion of internal checks and controls.
  • Performs website, web and mobile application maintenance, modifications, and enhancements to new/existing systems through programming, testing, documenting, and user-training.
  • Performs adequate Unit-testing and evaluation of website, web and mobile applications, ensuring requirements are addressed, basic functionality works, and errors properly handled.
  • Troubleshoots Application Production issues that resolve concerns without causing additional problems.
  • Reviews and analyses the effectiveness and efficiency of existing systems and develops strategies for further leveraging these systems.

Qualification and Experience:

  • Bachelor of Laws Degree (LLB)
  • Certificate in Legal Education
  • At least two (2) years' experience working as an Attorney at Law with training in: Civil Litigation (particularly personal injury and property damage claims), Conveyancing and Property Law, Contracts (particular Building and Commercial)
Principal Duties/Responsibilities/Skills/Competence:

The incumbent is expected to discharge their responsibilities through the attainment of key outputs which include but not limited to the following:
  • Knowledge of specific laws, regulations and procedures and practices affecting the nature of the functions of the National Works Agency.
  • Experience in the areas of Civil Litigation, Conveyancing and Contract Law.
  • Proficient in the use of Microsoft Office Suite of applications.
  • Provide legal advice to various Directorates and Departments of the Agency and the Attorney General's Chambers when required or assigned.
  • Conclude contracts and general land acquisition and all other matters relating to the function of the Agency as assigned.
  • Initiate Civil Proceedings on behalf of the Agency.

Job Summary

Payroll Officer (FMG/AT 3) - Headquarters

Job Summary

To maintain accurate accounting records and ensure timely payment of salaries and disbursement of cheques.

Responsibilities include but not limited to:
  • Preparing the payroll
  • Responsible for the dispatching of net salaries, statutory and personal deduction schedules
  • Assisting with the preparation of salary statements for NHT, Banks, Credit Unions, etc
  • Filing and retrieving prior years' salary records
  • Preparing payments
  • Acting as relief cashier
  • Inputting monthly warrants and supplementary estimates
Minimum required qualifications and experience:
  • ACCA level 1 or CAT or AAT level 2; or
  • Certificate in Accounting or Management; or

Legal Officer (JLG/LO 2) - Headquarters

Job Summary

As instructed by the General Counsel and the Senior Legal Officer, the incumbent provides high quality legal advice as regards to investigations and resolution of complaints.

Responsibilities include but not limited to:
  • Providing legal advice and participating in consultations on investigations for which the Commission is required to submit reports
  • Giving technical legal advice on matters arising out of the conduct and management of investigations
  • Assisting with research required for the review and reform of relevant laws and regulations being the responsibility of Commission
  • Assisting with the interpretation, implication and implementation of various legislations
  • Reviewing case files and preparing reports as requested by the Statute
  • Representing the Commission in legal proceedings
  • Identifying trends based on data emanating from the investigation that will require legislation to address emerging issues
  • Providing advice on contracts and tender documents to ensure compliance with government's legal and policy obligations
  • Assisting with training on legal and procedural matters within the Commission
Minimum required qualifications and experience:
Attorney at law (called to the Bar in Jamaica) with:
  • L.L.B. and
  • Legal Education certificate from Council of Legal Education
Required knowledge and skills:
  • Expert knowledge of applicable principles of criminal and civil laws and rules of criminal procedures and relevant Constitutional and Statutory Laws
  • Comprehensive knowledge of Administrative Law
  • Working knowledge of the principles of management, administration, planning and resource utilization
Remuneration: $2,281,605 - $2,712,111 per annum with appropriate allowances.

Legal Officer (Kingston, JM) - University of the West Indies

Legal Officer


in the Legal Unit, Vice Chancellor, the University of the West Indies, Regional Headquarters (UWI-RHQ).

The Legal Unit is headed by a General Counsel. Specific areas of practice include higher education employment, intellectual property, contract, corporate, administrative, industrial relations, civil litigation, and other areas as required. 

Reporting to the University General Counsel, the incumbent will:
  • Handle general legal issues
  • Furnish a level of professional legal service
  • Conduct legal research
  • Advise University Counsel and UWI officials on law  and policy
  • Interact with members of the legal profession,  officials of the state and others as required to perform his or her duties and responsibilities
  • Assist in drafting, amending and interpreting legislative documents
  • From time to time, provide advice on student/staff disciplinary matters
The incumbent is expected to operate with great alacrity and skill having regard to the objects of the University as a regional institution.

Qualifications: 
  • Bachelor's of Law or equivalent from an accredited university
  • Admitted to practice in Jamaica and is in good standing
  • Have a minimum of five (5) years experience in general corporate practice and civil litigation
  • Strong academic credentials and excellent analytical, research, writing, problem-solving and interpersonal skills
  • Experience working in a law firm, government agency; experience in higher education law and exposure to intellectual property and industrial relations are assets

  • Must be a team player and possess excellent communication skills
  • Must be able to respond to numerous priorities and interactions with many strong personalities
  • Must be able to function in a high stress environment
