Parish Disaster Coordinator (GMG/AM 3)

Applications are invited from suitable qualified individuals to fill the post of Parish Disaster Coordinator (GMG/AM 3) in the Westmoreland Municipal Corporation salary range $1,229,060.00 - $1,460,966.00 per annum and any allowance(s) attached to the post.

Roles and Responsibilities

Under the direction and supervision of the Chief Executive Officer and working in close cooperation with ODPEM, the incumbent is responsible for coordinating disaster management activities within the parish to which he/she is assigned. In particular, responsible for; providing the Parish/Disaster Committee, government agencies, the private sector and voluntary organizations with the necessary advice and assistance in implementing disaster management measures and for ensuring that they are fully conversant with and understand the sections of the Parish and National Disaster Plan relating to their particular organization of community. The incumbent is also responsible for monitoring, on a continuous basis, existing in times of disaster management arrangements in the Parish to ensure adequate response in times of disaster, and to satisfy himself/herself that there is readiness on the part of all concerned to cope with disaster situations or similar emergencies which cannot be avoided.

Job Responsibilities but are not limited to:

  • Liaise with the Regional Disaster Coordinator of ODPEM.
  • Be fully knowledgeable about the National and Parish and the disaster management measures that have been developed to cope with disaster situations.
  • Be an ex-officio member of the Parish Disaster Committees in his/her parish maintain contact with coordinators of adjoining parishes, develop mutual aid plans through discussions, field visits, be aware of situations/ hazards which could pose a threat to his/her parish.
  • Meet and discuss with representatives of Parish Disaster Committee, government, private and voluntary organizations, about the disaster management plans and programmes to be implemented by them and provide the necessary suggestions for improvement.
  • Ensure that all resources necessary, in case of a disaster and or emergencies are readily accessible, by examining existing facilities, equipment and supplies and making formal arrangements to secure their release from the government, private and voluntary agencies concerned.
Qualifications and Experience
Candidates applying for this position should have the following qualification:
  • Bachelor of Science Degree or Associate Degree in Public Administration, Management Studies, Business Administration or equivalent.
  • Two (2) to three (3) years' experience in a related field.
  • Good oral and written communication skills. 
  • Sound knowledge of Microsoft Office Suite (Word, Excel, PowerPoint).

Role Responsibilities 

Under the direction of the Inspector of Poor of the Westmoreland Municipal Corporation, the Secretary has the responsibility to provide administrative support to the Poor Relief Department.

Job Responsibilities but are not limited to:

  • Perform duties as Recording Clerk to the Poor Relief Committee.
  • Draft and type letter and memoranda to the relevant individuals, departments and Ministries arising from the aforementioned meeting.
  • Sort and distribute incoming mail.
  • Receives and places telephone calls, respond to routine queries, take accurate messages or route enquiries to the appropriate personnel.
  • Deal with the public on a daily basis, on behalf of the Department.
  • Prepare agenda and list all correspondence for discussion.
  • Follow-up on issues which are of concern to the Department in an attempt to meet deadlines.
  • Provide a strong support to the Director of Planning to assist in the efficiency of the Department.
  • Production of action sheets and minutes within the regulated time period.
  • Maintain an accurate schedule of routine and special appointments for the Inspector of the Poor.
  • Maintain an up to date and effective records management system that allows for the speedy retrieval of documents and information.
  • Any other related duties assigned.
Qualifications and Experience

Candidates applying for this position should have the following qualification;

  • The incumbent should possess four (4) CXC or GCE subjects including English Language or equivalent with proficiency in type writing at a speed of 40 - 45 words per minute.
  • Successful completion of the prescribed office professional training course at the Management Institute for National Development (MIND); (Secretarial Qualifying Course or CAM 2).
  • The incumbent should possess at least two (2) to three (3) years' experience as a Secretary.
  • Good oral and written communication skills.
  • Excellent interpersonal skills. 
  • Good time Management skills.
  • Ability to work on your own initiative.

Roles and Responsibilities

The Junior Internal Auditor will provide technical support to the Senior Internal Auditor/Audit Supervisor in performing the full audit cycle to include risk/control management in the execution of performance, review, financial and operational audits in the Westmoreland Municipal Corporation and its portfolio entities.

Job Responsibilities But are not Limited to

  • Participates in the audit planning exercise.
  • Ensures preparation of audit schedule.
  • Ensures that all required tools and equipment for the audit are present for each assignment.
  • Assists in conducting reviews of assigned organizational and functional activities in accordance with the instructions given by the Supervisor and prescribed audit programme.
  • Retrieves, compiles a variety of statistical data from computer files, records, reports or from other sources.

  • Assists in conducting operational and financial audits.
  • Assists with the preparation of preliminary recommendations and draft of reports.
  • Assists with the preparation of the current file.
  • Assists in the design and development of accounting control systems and procedures for more effective and efficient operations with the various departments, as assigned.
  • Assists in monitoring and compliance initiatives identified.

Qualifications and Experience

Key Outputs

  • Receives and review sub-division and building plans to ensure that: 1.Covenants are not breached, 2. Ownership of premises is established, 3. Signature of owner/agent is affixed, 4. Plans are drawn according to the respective requirements.
  • Establishes files for each plan and records relevant information.
  • Maintains all files and registers on development applications.
  • Receiving, processing, reviewing and assessing all development applications.
  • Answer queries from applicants in relation to their application.
  • Checks building plans to determine if copies should be referred to other Government Agencies.
  •  Forward to applicant's conditions imposed on subdivision applicants for acceptance.
  • Coordinates recommendations from the relevant agencies and prepares submission for consideration of the Local Planning Authority.
Qualification

Diploma in Planning Technology or Related Qualifications from an accredited University or Institution.

Three (3) years' experience in an organization with Physical Planning functions.
