Public Relations Officer (Kingston, Jamaica) - Ministry of Industry, Investment and Commerce

The Ministry of Industry, Investment & Commerce is inviting suitably qualified persons to fill the following position in the Communications and Public Relations Branch:

Public Relations Officer (MCG/IE 4) - Vacant

Salary $ 4,266,260 - $ 5,737,658 per annum

Job Purpose

Under the general direction of the Manager, Public Relations, the Public Relations Officer is responsible for providing assistance and support to the development, implementation and evaluation of the Ministry of Industry Investment and Commerce (MIIC) public relations plans, programmes and strategies.

Key Responsibilities
Technical/Professional:
  • Assists the Manager, Public Relations, Special Projects and Community Outreach in planning, coordinating and executing Public Relations activities and events to promote a positive image of the Ministry;
  • Researches and drafts speeches for senior executives in the Ministry of Industry Investment and Commerce;
  • Assists with writing and distributing news releases announcing important Ministry information and events;
  • Responds to enquiries from the public, media and other organizations;
  • Proofreads, prints and broadcasts copy of communication for grammatical and typographical errors;
  • Coordinates mass-mailings of internal and external communication materials;
  • Organizes and represents the Ministry at events including Press Conferences and
  • launches, exhibitions, open days, functions and press tours etc.;
  • Maintains professional and effective working relationships with the media, civic communities and other interest groups;
  • Liaises with the Jamaica Information Service to secure special services such as airtime, photography, multimedia projection, etc.;
  • Arranges interviews with journalists and professional photo shoots for media publications and records special events;
  • Assists in planning and executing external opinion surveys, including design and administration, as well as the collation and evaluation of feedback;
  • Assists with the updating and maintenance of the Ministry’s online calendar of events;
  • Monitors the print, electronic and news media, and develops strategies for dealing with
  • topical issues relevant to area of responsibility;
  • Maintains the MIIC electronic photographic archives;
  • Observes and reports on social, economic and political trends that might impact the organization’s public relations strategy;
  • Keeps abreast of the new methods and developments in Public Relations, especially in the context of the Public Service.
Management/Administrative:
  • Contributes to the development of the Branch’s Strategic and Operational Plan and Budget;
  • Develops Individual Work Plans based on alignment to the Branch’s Plan;
  • Participates in meetings, seminars, workshops and conferences, as required;
  • Prepares reports and project documents, as required;
  • Prepares and delivers Media and Communications related presentations, as needed.

Customer Service:
  • Maintains customer service principles, standards and measurements;
  • Identifies and incorporates the interests and needs of customers in business process design;
  • Ensures critical success factors are identified and meets expectations;
  • Prepares quarterly and/or annually Customer Service reports in accordance with established standards;
  • Performs all other duties and functions as may be required from time to time.

Minimum Required Qualification and Experience
• Bachelor’s Degree in Public Relations, Media/Communication Studies, Mass Communication, or a related discipline;
• Two (2) years’ experience in a Public Relations/Media and communications environment.
Special Conditions Associated with the Job
• Work will be conducted in an office outfitted with standard office equipment and
specialized software;
• The environment is fast paced with on-going interactions with critical stakeholders and
meeting tight deadlines which will result in high degrees of pressure, on occasions;
• May be required to travel locally and overseas to attend conferences, seminars and
meetings.

Public Relations Officer (Kingston, Jamaica) - Jamaica Tourist Board

JOB SUMMARY

Reporting to the Public Relations and Communications Manager, the Public Relations Officer is responsible for providing research and writing services to support the public relations and brand management activities of the Jamaica Tourist Board (JTB) to encourage acceptance of the Jamaican tourism product by local and foreign journalists. The incumbent will aid in the alignment and shaping of a positive image for Destination Jamaica and consequently increase Jamaica’s market share in the international market.

RESPONSIBILITIES AND DUTIES:

Technical
  • Advises the managers and senior JTB officials through the Public Relations and Communications Manager on media issues;
  • Arranges news conferences and briefings as required;
  • Assists with the preparation of presentations to be delivered by the Director and other Spokespersons;
  • Liaises with Communications Officers in all Ministries/Departments/Agencies on matters affecting the image of the JTB and devises corrective action(s) as required;
  • Attends and arranges media coverage for the JTB’s events;
  • Attends and participates in meetings on behalf of the organization;
  • Develops and maintains a harmonious relationship between the JTB and the media;
  • Writes news releases, statements, and feature articles, and prepares information for local and overseas media;
  • Responds to information requests from the local and overseas media;
  • Reviews news releases written by the Public Relations (PR) Agencies;
  • Prepares, edits, and issues media advisories, news releases, feature stories, captioned photographs, announcements, and advertisements; and liaises with media houses for disseminating information;
  • Conducts research to inform destination articles and updates;
  • Creates and maintains a favorable public image for the organization;
  • Conducts research on topical issues for use in overseas media;
  • Provides information, photographs, slides and videos to fulfill requests from various media;
  • Writes messages and speeches for the Director of Tourism and other executives of the JTB;
  • Writes Information Briefs for the Director of Tourism and other executives of the Jamaica Tourist Board as required (to inform opinions);
  • Arranges seminars for visiting journalists, and other groups, as required;
  • Writes responses to requests from overseas media, arranges suitable photography to illustrate Jamaica’s tourism story; proofreads all copy and verifies the accuracy of information;
  • Provides Communications Council to different units of the JTB on projects, events and programmes being undertaken by said units;
  • Develops relevant itineraries to escort visiting journalists and other VIPs from arrival to departure;
  • Ensures exposure to cultural and business contacts to provide a positive experience;
  • Represents the JTB at community events; and if necessary, undertakes speaking engagements at schools, companies, and service clubs;
  • Helps to maintain the organization's corporate image and identity;
  • Keeps abreast of current trends, changes, plans and developments in the local tourist industry;
Administrative
  • Contributes to the development of the annual calendar of marketing activities and Fiscal Budget for the Department;
  • Updates and compiles monthly activity reports for submission to the PR & Communications Manager;
  • Conducts assessments of the cost-effectiveness for each event/activity undertaken, and provides report;
  • Conducts general activity-based evaluations to determine successes;
  • Ascertains the learning outcome of activities;
  • Provides expense accounts and reconciliation of expenditure against Imprest or Perdiem;
  • Performs any other duties that may be assigned by the PR & Communications Manager or the Deputy Director of Tourism, Marketing.

MINIMUM REQUIRED QUALIFICATION AND EXPERIENCE
  • First Degree in Public Relations, Communications, Journalism, English, or Business Management or any other related field. Candidates with a master’s degree would have an advantage
  • Five (5) years’ experience in Public Relations, Corporate Communications, and/or the editorial field
  • Training in photography, editing, and project management
  • Experience in web design and content creation is an advantage
  • Excellent portfolio with a proven track record of successful project management examples
  • Prior experience in the tourist industry is an asset

UNUSUAL WORKING CONDITIONS
  • Extended working hours, work on weekends and public holidays.
  • Island-wide travelling to provide full Public Relations coverage for the Board’s activities.
SPECIAL REQUIREMENT
  • Own and operate a reliable motor vehicle.

Public Relations and Communications Specialist, (Contract)


Salary Range: $3,570,000.00 - $4,200,000.00 per annum along with the applicable allowances

Job Purpose

The Ministry requires a specialist with a proven track record in public relations to coordinate and manage its public relations and communication portfolio.

The position will report directly to the Senior Director, Corporate Services and will develop, manage and coordinate public relations and visibility campaigns relating to the justice reform agenda in our thust to become a First-Class Justice System.

Minimum Required Qualifications and Experience:
  • Master's degree in Mass Communications with specialization in either public relations, radio, television or print media
  • At least eight (8) years of practical experience in two (2) of the above fields, including proven expertise in radio and or television production and writing for the print media
  • Excellent writing skills
  • Excellent knowledge of modern public relations practices and techniques

Customer Service Standards Specialist, etc. (Kingston, Jamaica) - National Land Agency

Manager, Customer Service

The successful candidate will report to the Senior Director, Business Services.

Job Purpose
  • Provide front office and customer support for all customers of NLA at the Agency's locations by effectively managing the operations of the customer service point

Customer Service Standards Specialist

Job Purpose


  • Evaluate and Audit service delivery and quality standards of the work of customer service, call centre service and mapping officers engaged in providing information on products and services in a timely manner
Minimum Required Qualifications and Experience
  • Undergraduate degree in Business Administration or related field
  • Certificate in Supervisory Management 
  • Three (3) years experience at a supervisory level in a customer service or sales environment (experience in quality monitoring and in e-commerce or call centre environment preferred)

Public Relations Officer

Reports to the Manager, Marketing and Public Relations.

Job Purpose

To monitor publicity and conduct research to find out the concerns and expectations of the organization's stakeholders, and analyze and report on the findings to management.

Minimum Required Qualifications and Experience
  • Undergraduate degree in Mass Communications, Journalism or equivalent qualifications from a recognized tertiary institution
  • A minimum of three (3) years working experience in communications, public or media relations and/or marketing
Assets:
  • Certificate in graphic design
  • Working knowledge of media landscape in Jamaica
