The Office of Utilities Regulation (OUR) invites applications from suitably qualified individuals to fill the following position within the Records and Information Management (RIM) Unit:

Records Clerk

Core Function:

  • Converts OUR's documents and records from paper to digital images.
  • Maintains listings of active, semi-active and inactive records.
  • Assists with the removal of documents and records across OUR's storage facilities, as required.
  • Organizes records in boxes and on shelves at OUR's storage locations.
  • Assists with the dispositioning of records or non-record materials.
  • Updates database with documents, records and information of the OUR.
  • Assists with the OUR's mail management process within  established time frames.
  • Assists with the maintenance of documents and records that are in the custody of the RIM Unit.
  • Assists with maintaining an efficient and effective inactive off-site storage facility.

Required Qualifications, Experience and Critical Competencies:
  • Five (5) CXCs/CSECs including English and Mathematics
  • One (1) year experience in a similar position.
  • Good oral and written communication skills.
  • High level of confidentiality
  • Attention to detail and a focus on quality 
  • Critical Thinking Skills
  • High level of initiative
  • Excellent social and interpersonal skills
  • Basic knowledge of MS Office including MS Excel
  • Good degree of commitment to teamwork and cooperation
  • Certification in Records Management would be an asset.

Administrative Assistant (Office of Utilities Regulation - OUR) - Kingston, Jamaica

 The Office of the Utilities Regulation (OUR) invites applications from suitably qualified individuals to fill the following position within the Consumer & Public Affairs Department (CPA):

Administrative Assistant


The successful candidate will provide administrative support to the Consumer and Public Affairs (CPA) Department and report directly to the Director, CPA.

Core Functions:
  • Prepares Minutes of meetings, notices, agenda, attendance records, and action items
  • Maintains records and information management system for the CPA Department. This includes efficiently and effectively maintaining CPA-related records
  • Prepares purchase/procurement-related documentation for processing by the Finance Department
  • Maintains databases, electronic systems, and intranet content
  • Plans and coordinates meetings
  • Compiles and maintains records, files and reports and the handling of all internal and external correspondence for the CPA Department
  • Arranges for the preparation and dispatch of correspondence
  • Assists with the preparation/compilation of reports, consultative documents, etc
  • Assists the OUR to maintain its Quality Management System certification through continual improvement of systems and processes

Required Qualifications, Experience and Critical Competencies:
  • First degree in Business Administration, Management Studies or related field or related discipline from a recognized tertiary institution
Or
  • Associate degree or diploma in Business Administration, Management Studies or related discipline from a recognised tertiary institution
  • At least three (3) years experience in a similar position or in customer service
  • Computer literate with proficiency in using Microsoft Office Suite applications and open to learning and using new technologies
  • Excellent oral and written communication skills and the ability to relate well at the team and organizational levels
  • Excellent event management and organizational skills
  • Excellent time management and multitasking skills
  • Must be detail oriented

Executive Assistant (Kingston, Jamaica) - Office of Utilities Regulation

 The Office of Utilities Regulation (OUR) invites applications from suitably qualified individuals to fill the following position: 

Executive Assistant



Core Functions:
  • Provides high level administrative support to the Executive Office;
  • Manages the Director-General's and other Executives' appointment schedules
  • Schedules and plans meetings, conferences and teleconferences;
  • Takes minutes of meetings and circulates accordingly
  • Coordinates the flow of correspondence to and from the Executives and periodically prepares special reports
  • Takes instructions, transcribes and prepares letters, etc. for signature and arranges for dispatch
  • Prepares responses to routine correspondence and signs on behalf of members of The Executives, when required
  • Arranges logistics, including preparing invitations for meetings, seminars or symposiums when required
  • Prepares local and overseas travel itineraries; arranges meetings, makes hotel and flight reservations, and arranges for pick-up of persons from airport as necessary
  • Attends to telephone calls and visitors to the Executive Office, using judgement regarding sensitivity and priority to screen and/or take appropriate actions
  • Prepares and assists with the formulation/compilation of scheduled and ad hoc reports, Consultative Documents, etc
  • Prepares presentations and spreadsheets using Microsoft Office Suite applications
  • Maintains an effective and efficient record management system
  • Assists the OUR in maintaining its Quality Management System certification, through continual improvement of systems and processes; and
  • Liaises and interfaces with Senior Management and technical staff to communicate information to and from the Executive
Required Qualifications and Experience:
  • B.Sc. degree or diploma in Management Studies or Business Administration from a recognized tertiary institution
  • A Certified Professional Secretary (CPS) designation
  • Minimum of five (5) years work experience in the performance of similar job functions

Secretary (Kingston, Jamaica) - OUR

 The Office of the Utilities Regulation (OUR) invites applications from suitably qualified individuals to fill the following contract position:

Secretary to the Office

Under the general direction of the Director-General, the incumbent is responsible for discharging the corporate functions of the OUR and coordinating and streamlining the decision-making process of the Office, in accordance with legislation (the OUR and sector specific Acts), regulatory instruments, policy guidelines, the Office's Rules of Procedure, and any other written policy directives to the Office.

Core Functions

  • Engages in all activities to ensure the organization's full compliance with its statutory obligations
  • Coordinates and ensures the timely preparation and distribution of the OUR's Annual Corporate Plan, and monitoring and reporting on its execution
  • Directs supervisory responsibility for the department of Secretary to the Office
  • Prepares and reviews consultative documents as necessary
  • Ensures an efficient licensing system in accordance with the provisions of the OUR Act and other sector specific legislation
  • Develops and maintains relationships with external bodies to enhance the objectives of the OUR
  • Acts as chief liaison between the OUR and service providers to resolve issues and maintain harmonious relationships
  • Prepares brief for Office, documents and keeps records of its decision and ensures that they are communicated, promulgated to relevant parties
  • Tracks compliance with Office decisions; and
  • Assists in establishing and maintaining a distinct positive corporate image for the OUR
Required Qualifications, Experience and Critical Competencies:
  • Master's degree from a recognized tertiary institution in Business Administration, Engineering, Economics, Law, Regulation, or any other related field or discipline
  • Post graduate training in Regulation and/or Law would be an asset
  • At least ten (10) years experience working at the middle to senior management level with responsibility for liaising with persons at the senior management and executive levels
  • Experience working in a utility or regulatory environment would be a distinct advantage
