Administrative & Payroll Officer (Kingston, Jamaica) - Appliance Traders Limited (ATL)

ATL Commercial is actively seeking to hire an Administrative and Payroll Officer.

He/She will assist the Finance department with administrative duties by providing a wide variety of confidential administrative and secretarial support and communicating information on behalf of the Head of the Finance Department to internal and external stakeholders.

They will be responsible for the control and payment of monthly salaries and wages for ATL staff members on the monthly pay cycle.

Core Functions:

Administration
  • Answering the telephone and redirecting or taking messages as appropriate.
  • Record and direct incoming mail as appropriate.
  • Manage document submissions to the Financial Controller and distribution after processing.
  • Prepare packages for the branches as required.
  • Maintain a general filing system including ensuring that filing done in the various functions is by the Company’s guidelines.
  • Manage archiving of old files for the department and destruction of files from archives.
  • Arrangement of meetings and department functions.
  • Keep and maintain a copy of all keys for the Department.
  • Maintain copies of all forms for ease of access.
  • Manage and order stationery, pre-printed forms, toner, and other supplies for the company.
  • Manage all stationery and office supplies inventory and advise the Inventory department of usage.
  • Act as HR liaison in all staff-related matters.
  • Attend to all staff-related matters through the HR Department.
  • Ensure signage of staff registers.
  • Manage vacation roster, assist with the processing of vacation leave requests, and ensure all sick leave absences have been documented for the Department.
  • Submit staff advance forms for processing along with net pay for any outstanding ATL loan balances.
Payroll
  • Preparation of Monthly Payroll and issuance of pay slips.
  • Advise on payroll queries.
  • Submit payroll journals for approval and posting.
  • Package & Dispatch Staff Voluntary Deduction payments.
  • Maintain File for Pension & Statutory Payments.
  • Reconcile Health coverage charges with the provider.
  • Calculate annual gratuities (bonus) payments.
  • Provide staff with NHT letters, P45, and other payroll related correspondence.
  • Assist with the preparation of Personnel Salary budgets/annual increases by providing necessary payroll information.

Banking
  • Process Wire Payments and USD cheques.
  • Process Utility payments on NCB Bill Pay.
  • Request cash from the bank to replenish floats and fulfill per diem requests.
  • Bank administration – process new users.
Payments and Document Processing
  • Process Amazon & other credit card requests from Purchasing Dept.
  • Request/Return Bank Guarantee and manager’s Cheque from FCIB.
  • Process weekly reimbursements of staff business expenses to the payroll bank account.
  • Process debit note requests from Commercial Dept.
  • Process customer/vendor forms.
  • Assist with manual invoices.
  • Circulate special order exchange rates.
Qualification and Experience Required:
  • Associate Degree in Accounting, Business Administration, or Management Studies.
  • Two plus (2+) years’ experience in a similar capacity.
  • Experience using a payroll software.
Special Skills and Competencies Required:
  • Excellent knowledge of payroll policies and procedures.
  • Impeccable integrity and high level of confidentiality.
  • Working knowledge of Microsoft Excel and Word.
  • Excellent analytical skills with good attention to detail.

Job Summary

To provide secretarial support.

Responsibilities include but not limited to:

  • Preparing accurately typed reports, letters and other correspondence from manuscript

Payroll Officer (FMG/AT 3) - Headquarters

Job Summary

To maintain accurate accounting records and ensure timely payment of salaries and disbursement of cheques.

Responsibilities include but not limited to:
  • Preparing the payroll
  • Responsible for the dispatching of net salaries, statutory and personal deduction schedules
  • Assisting with the preparation of salary statements for NHT, Banks, Credit Unions, etc
  • Filing and retrieving prior years' salary records
  • Preparing payments
  • Acting as relief cashier
  • Inputting monthly warrants and supplementary estimates
Minimum required qualifications and experience:
  • ACCA level 1 or CAT or AAT level 2; or
  • Certificate in Accounting or Management; or 
  • Completion of second year in BSc in Accounting or Management Studies; or 
  • Government accounting level 2
  • Minimum of three (3) years working experience in a government accounting environment
Required knowledge and skills:
  • Basic knowledge of government accounting principles and practices
  • Working knowledge of the FAA Act

Legal Officer (JLG/LO 2) - Headquarters

Job Summary

As instructed by the General Counsel and the Senior Legal Officer, the incumbent provides high quality legal advice as regards to investigations and resolution of complaints.

Responsibilities include but not limited to:
  • Providing legal advice and participating in consultations on investigations for which the Commission is required to submit reports
  • Giving technical legal advice on matters arising out of the conduct and management of investigations
  • Assisting with research required for the review and reform of relevant laws and regulations being the responsibility of Commission
  • Assisting with the interpretation, implication and implementation of various legislations
  • Reviewing case files and preparing reports as requested by the Statute
  • Representing the Commission in legal proceedings
  • Identifying trends based on data emanating from the investigation that will require legislation to address emerging issues
  • Providing advice on contracts and tender documents to ensure compliance with government's legal and policy obligations
  • Assisting with training on legal and procedural matters within the Commission
Minimum required qualifications and experience:
Attorney at law (called to the Bar in Jamaica) with:
  • L.L.B. and
  • Legal Education certificate from Council of Legal Education
Required knowledge and skills:
  • Expert knowledge of applicable principles of criminal and civil laws and rules of criminal procedures and relevant Constitutional and Statutory Laws
  • Comprehensive knowledge of Administrative Law
  • Working knowledge of the principles of management, administration, planning and resource utilization
Remuneration: $2,281,605 - $2,712,111 per annum with appropriate allowances.

Junior Accountant (Kingston, Jamaica) - Tourism Product Development Company Ltd.

 Tourism Product Development Company Limited (TPDCo) is seeking to identify a motivated and results for I enter professional to fill the following position: 

Junior Accountant (Payroll Officer)


Under the direction of the Accountant, the Junior Accountant (Payroll Officer) will oversee all aspects of preparing and distributing employees' payments on a monthly and fortnightly basis. This includes coordinating, directing, and controlling payroll preparation, processing and distribution. It also includes maintaining payroll records, calculating taxes, balancing payroll accounts, and overseeing other member(s) of the payroll staff. Pays employees and compiles payroll information by managing payroll preparation; completing reports; maintaining records.

Key Responsibilities: 
  • Monthly salary paid on time and accurately based on information received from the HR Department
  • Fortnightly wages paid on time and accurately based on information received from the HR Department
  • All payroll related tax obligations are satisfied
Performance Criteria:
  • Process payroll changes (e.g. new hires, terminations, salary increase and increments)
  • Ensure compliance with relevant laws and internal policies in relation to payroll preparation
  • Reconciles the other payables account and provide supporting documentation
  • Perform audit checks on attractions being managed by TPDCo
  • Review and improve payroll policies and procedures
  • Liaise with auditors in relation to payroll tax audits
  • Performs any other duties that may be assigned by the Financial Controller or Accountant
Minimum Education and Experience:
  • Bachelor's of Science degree from a recognized institution in Accounting or Business Administration 
  • At least three (3) years experience in a similar capacity
  • Must be knowledgeable in Government accounting processes and software
  • Must have payroll experience

Payroll Officer (Kingston, Jamaica) - Min. of Industry, Commerce, Agriculture and Fisheries (MICAF)


Job Description
Payroll Officer (FMG/AT 2) in the Ministry of Industry, Commerce, Agriculture and Fisheries, salary range $917,085 - $1,090,126 per annum and any allowance(s) attached to the post.


Job Purpose

Under the direct supervision of the Payroll Manager (FMG/PA 2), the Payroll Officer
(FMG/AT 2) is responsible for the maintenance of the Salaries Cash Book and the preparation of the Bank Reconciliation for the salaries account.

Key Responsibilities

 Assists in the preparation of the Payroll ensuring all relevant information in connection with the payment of salaries are properly entered on the payroll system;
 Assists with the Personnel Emolument Schedule of the Annual Budget by supplying the relevant information;
 Prepares Payment Vouchers;
 Prepares leave and last pay certificate;
 Maintains and balances salary control;
 Maintains record of salary particulars of members of staff;
 Performs any other related duties that may be assigned from time to time by the Supervisor, Salaries and the Principal Finance Officer.

Required Knowledge, Skills and Competencies

Technical:

Minimum Required Qualification and Experience

 AAT Level 2 or;
 ACCA-CAT Level B or;
 Certificate in Accounting from a recognized University or;
 Completion of second year in Bachelor of Science Degree in Accounting/Management Studies or BBA at a recognized University or;
 Associate of Science Degree in Accounting, MIND, or;
 Government Accounting Level 2 – Modules 1-5
