Executive Assistant (Kingston, Jamaica) - Early Childhood Commission



The Early Childhood Commission (ECC), a statutory body of the Ministry of Education and Youth with responsibility to regulate the operation of early childhood institutions, is seeking to identify highly motivated and dynamic individuals to fill the following post:

EXECUTIVE ASSISTANT (GMG/SEG 1) 

Job Purpose

Reporting to the Executive Director, the incumbent is responsible to perform and coordinate a wide variety of complex and confidential administrative and secretarial activities as required by the daily operations in the Executive Director's office.

Key Responsibilities:

  • Coordinates the activities of the Corporate Division to ensure that the Division meets the corporate strategic objectives of the organization
  • Provides a wide variety of executive administrative activities ensuring support to the Executive Director including typing, filing, screening visitors and in-coming calls, routing in-coming mail, scheduling appointments and meetings, recording, typing and circulating minutes
  • Researches and analyzes data and prepares draft reports on routine administrative matters or other informational or statistical materials as required
  • Composes correspondence independently for own signature or the signature of appropriate management staff; reviews finished materials for completeness, accuracy, format, compliance with policies and procedures, and appropriate English usage
  • Responds to requests, inquiries and complaints from organizations and the general public; refers persons to the relevant authorities where deemed necessary and follows through on the resolution of issues
  • Setup and maintain pertinent corporate files and keep confidential correspondence and reports available for easy retrieval and efficient operation of the corporate division 
  • Receives, reads and screens incoming correspondence and reports; make preliminary assessment of the importance of the materials and organize documents; handle some matters personally and forward appropriate materials to the executive and/or staff, and follow-up to ensure action is completed
  • Provide information, correspondence and other materials to direct reports of the Executive Director, transmitting directives, instructions and assignments and follow-up on status of same

Minimum Required Education & Experience:
  • First degree in Administrative Management or equivalent qualifications
  • Five (5) years working experience in an administrative position including two (2) years at a supervisory level
Remuneration: Salary scale $3,501,526.00 - $4,709,163.00 per annum, and any other allowances attached to the post.

Accounts Payable Officer (Kingston, Jamaica) - Early Childhood Commission


 The Early Childhood Commission (ECC), a statutory body of the Ministry of Education and Youth with responsibility to regulate the operation of early childhood institutions, is seeking to identify highly motivated and dynamic individuals to fill the following post:

Accounts Payable Officer (Travel & Subsistence) - FMG/AT 3 

Job Purpose

Under the supervision of the Senior Payable Officer, the incumbent is responsible for the proper checking and payments of staff travel mileage an subsistence allowance to entitled officers; to ensure that payments are regulated as per rules and rates in force from time to time. Update utility log register, record travel payment details within staff individual travel register and insert same on the accounting software in keeping with the established financial procedures and regulations.

Key Responsibilities:

  • Receives and date stamp Travel Claims; examine claims for validity, all the relevant areas are appropriately signed and the figures are accurate
  • Checks calculation of mileage for over or understatement of distance and verifies the distance with the travel map
  • Checks time of arrival and departure, and calculate the numbers of hours per 24 hours and fraction thereof for which the officer is entitled for subsistence allowance
  • Maintains accounts payable electronic and paper files and records
  • Data entry of travel claims, subsidy payments in accounting software
  • Updates utilities and staff travel registers
  • Facilitates international Organization for Standardization (ISO) activites
  • Handles internal and external accounts payable inquiries
  • Performs other related functions assigned from time to time by the Supervisor, Salaries/Payables

Minimum Required and Experience:
  • AAT Level 2 or;
  • ACCA- CAT Level B/Level 2 or;
  • NVQJ Level 2 Accounting  or;
  • Certificate in Accounting from an accredited university or;
  • Diploma in Accounting from a recognized university or; 
  • Associate of Science degree in Accounting, MIND or;
  • Diploma in Government Accounting, MIND i.e. Government Accounting Level 1, 2 or;
  • Bachelor's degree in Accounting or Management Studies with Accounting or BBS from a recognized university
Remuneration: Salary Scale - $2,190,302.00 - $2,945,712.00 per annum, and any other allowances attached to the post.

Customer Service Representative (GMG/AM 3)

Job Purpose

Reporting to the Customer Service Manager, the customer service representative is to support the registration and monitoring of early childhood institutions by receiving applications for registration and providing information and general customer service to operators of ECIs and the public in general.

Key Responsibilities:
  • Receives and responds to general queries from operators of early childhood institutions and other EC stakeholders, including procedures for applications, documents required, applicable fees and processing times
  • Reviews documents to ensure that all required information is provided and that details are legible
  • Advises applicants of discrepancies and gaps, and recommends required course of action
  •  Completes application checklist and issues receipt for complete application
  • Notify applicants of additional information required for incomplete applications
  • Assists with maintenance of clients files
  • Prepares applications and submits periodically for data entry
  • Performs other related duties as assigned by customer service supervisor from time to time
  • Delivers service to clients based on Service Level Agreement
  • Implement service excellence framework

Minimum Required Education and Experience:
  • Diploma in Public Administration, Management Studies or related subject
  • One (1) years related experience

Data Entry Clerk (Kingston, Jamaica) - Early Childhood Commission

Data Entry Clerk (MIS/IT 2) 

Job Purpose 

Reporting to the Manager, Community Relations, the incumbent is responsible for providing data entry support to the Community Relation Department and the Sector Support Unit to monitor and input of data for the function of the BBCs within the ECC and that of salary subsidy. 

Key Responsibilities:

  • Support the application process by inputting application data in the relevant computer applications
  • Maintains and updates system of new and existing files/documents for the Division
  • Examines and validates all applications/contracts with accompanying documents
  • Communicate status of contracts to clients
  • Assist in the preparation of correspondence and reports to BBCs by typing, printing, and packaging documents as requested
  • Batch and file documents as requested
  • Retrieve filed documents 
  • Log all files in and out of the Filing Unit
  • Send correspondence  to clients
  • Prepare data on BBCs
  • Prepare report based on request
  • Perform other related duties assigned from to time

Minimum Required Education and Experience:
  • Diploma or Associate degree in Computer Studies or equivalent qualifications from an accredited institution with at least one (1) year working experience
  • Four (4) CXC passes at the General Proficiency Level, including English Language and Mathematics with at least three (3) years related working experience

ADMINISTRATIVE ASSISTANT (OPS/ADS 1)

Job Purpose

Reporting to the Manager, ECD Training & Development, the incumbent performs a wide range of administrative and other office support activities, ensuring effective contact is maintained with persons and groups critical to the successful implementation of the programmes and activities. The officer will prepare correspondence, assist with filing, provide logistical support, maintain and manage the internal and external communication system, coordinate/execute administrative functions and strengthen the quality of services in an effort to ensure the efficient and effective operation of the Training and Development Department.

Early Childhood Development Officer Needed (St. Ann, St. Mary & Manchester - Jamaica) - The Early Childhood Commission

  • Early Childhood Development Officer (GMG/SEG 1)

Region 2 - St. Mary, Region 3 - St. Ann,

Purpose of Job

Reporting to the Early Childhood Development Supervisor, the Early Childhood Development Officer is responsible to promote comprehensive development of early childhood institutions within the context of the Early Childhood Act, Regulations and Standards, through the provision of technical expertise and monitoring supervisory functions.

Key Responsibility Areas

  • Monitors and provides supervision for the delivery of ECD programmes and services through regular visits to assigned ECIs.
  • Provides technical support to ensure that ECIs maintain a readiness focus, and provide an appropriate learning environment for children.
  • Disseminates information and provides guidance to operators and staff of ECIs on the legal and regulatory requirements and the standards for operation of Early Childhood Institutions.
  • Provides technical support to ECIs in order to facilitate the attainment of legal and regulatory requirements and standards for operation.
  • Assists the operators of ECIs to prepare development plans for the institutions to facilitate compliance with the EC Act and Regulations.
  • Provides support and shares strategies with teachers and practitioners in implementing developmentally appropriate strategies in a variety of early childhood settings.
  • Assists in the implementation of an integrated curriculum as a teaching strategy for young children among teachers and practitioners and ensures appropriate planning and delivery of the curriculum.
  • Supports the development and/or strengthening of governance systems for early childhood institutions by providing technical support to ECI Management Bodies, Parent Teachers Associations, and Zone Action Committees.
  • Assists in the development and maintenance of Early Childhood Institution - based on parenting programmes.
  • Ensures information sharing and community mobilization to enhance the quality of Early Childhood Institutions.
  • Develops operational plans for the development of early childhood institutions.
  • Monitors the distribution of grants and subsidies to Early Childhood Institutions.
Minimum Required Education and Experience
  • BSc. in Early Childhood Development, Early Childhood Education, Social Sciences or a related discipline.
  • Five (5) years' working experience in early childhood development or a related field, with three (3) years' experience in a supervisory capacity.
Remuneration: Salary Scale $ 1,722,266.00 - $ 2,047,233.00 per annum, and any other allowances attached to the post.

Software Developer Needed (Kingston, Jamaica) - Early Childhood Commission

The Early Childhood Commission (ECC), an agency of the Ministry of Education and Youth with responsibility to regulate the operation of Early Childhood Institutions, is seeking to identify highly motivated and dynamic individuals to fill the following vacant post:

Software Developer (MIS/IT 5) (Temporary - 18 months)

Job Purpose

Under the general supervision of the Manager, Information Technology, the incumbent will be responsible for the design, development and implementation of software solutions to enable the different Unit/Departments and users in the Ministry to carry out their functions effectively and efficiently.

Key Responsibilities

  • Recommends, designs, develops and implements software solutions to address matters of productivity and efficiency.
  • Evaluates the Commission's software solutions against established Industry; benchmarks for performance, security, stability, user friendliness, etc. and plans and implements improvements to the systems where necessary.
  • Develops and maintains accurate documentation for all custom developed software solutions, including system specification, source codes, programme logic flow diagram and user documentation.
  • Develops training material with respect to ICT related systems for different user groups;
  • Leads the research and development into Data Warehousing and Decision Support Systems in the Ministry.
  • Plans and implements upgrades and modifications to existing systems to accommodate changing user needs and technology in a dynamic environment.
  • Collaborates with Departments, Agencies and portfolio entities to analyze process flows, work flows and methodology and recommends where applicable systems can be used to positively impact productivity and efficiency.
  • Conducts research and makes recommendations to the Manager, information Technology on new software packages/platforms/systems.
  • Gather user requirements.
  • Modify software to fix errors, adapt it to new hardware, improve its performance, or upgrade interfaces.
  • Direct system testing and validation procedures.
  • Analyze information to plan the installation of new systems or modifications of an existing system.
  • Develop flowcharts, layouts and documentation to identify requirements and solutions.
  • Integrate software components into a fully functional software system.
  • Troubleshoot, debug and upgrade existing systems.
Minimum Required Qualification and Experience
  • Bachelor's Degree in Information Technology or equivalent qualification in Software development;
  • Three (3) years' working experience in the required field;
  • Professional certification (MCSD, MCDBA) in Software Development is highly desirable.
Remuneration: Salary Scale $2,027,287.00 - $2,409,807.00 per annum

Public Procurement Administrator Needed (Kingston, Jamaica) - Early Childhood Commission

Public Procurement Administrator (GMG/AM 2)

Job Purpose

Under the general supervision of the Director 2, Public Procurement, the Public Procurement Administrator is responsible for providing the necessary support by offering complete secretarial/administrative support. This includes first point of contact, time management, correspondence disposition and resolution.

Key Responsibilities

  • Maintains records in accordance with the FAA Act, etc., by:
  • Organizing and maintaining the filing system.
  • Maintaining a correspondence logging system.
  • Maintains proper Records Management for Procurement Activities.
  • Ensures that all purchasing documents are organized.
  • Records and generates accurate and timely Minutes for meetings.
  • Ensures all necessary information for the processing of Purchase Requisition is in place e.g. prices, quotations, necessary signatures are affixed. If necessary, return to the originating Department of Purchase Requisition for authorized signature or other information required.
  • Ensures that all Purchase Requisitions and Purchase orders are logged to the Corporate Department for the Executive Director's signature.
  • Ensures that all Purchase Requisitions are logged to the Accounts Department for Commitment before Purchase Orders are generated.
  • Assists to expedite movement of Purchase Orders from the Commission to the correct Department or directly to suppliers.
  • Communicates with all levels of staff regarding the movement of Requisitions and Purchase Orders.
  • Generates tax Withholding Certificates (GCT and 3% Withholding Tax) on the Tax Administration Jamaica website.
  • Reviews documents for payment and ensures all appropriate documents are attached before logging to the Accounts Department when the goods are supplied or the services are provided.
  • Attends to the suppliers when they come to deliver orders, assist the driver with collected orders for pick-up and make inquiries where orders and orders that are not collected are dispatched.
  • Assist with the evaluation of quotations.
  • Assist with preparing Request for Quotations
  • Monitors re-order levels in collaboration with the Office Administrator and inform the Director.
  • Liaises with Payable Clerk to ensure timely processing of invoices.
Minimum Required Qualification and Experience
  • At least five (5) CXCs including Mathematics, English Language and Principles of Business or Diploma in Business Administration, Management Studies, Accounting or any other related field.
  • One (1) year working experience in the related field.
Remuneration: Salary Scale $1077,171.00 - $1,280,410.00 per annum and any other allowances attached to the post.

Programmer Analyst (Kingston, Jamaica) - Early Childhood Commission

Programmer Analyst (MIS/IT 4)

Job Purpose

Reporting to the Manager, Information Technology, the incumbent will lead the design, implementation and maintenance of Web and Mobile applications throughout the department life cycle.

Job Responsibilities

  • Analyzes business and office processes to design system and user requirements;
  • Develops specification of functional systems and designs requirements;
  • Provides programming services to satisfy special projects, office automation and other business requirements;
  • Develops, implements and maintains Web-Based applications and/or Websites using industry standard tools such as PHP, SharePoint and ASP Net;
  • Maintain and improve all existing custom applications.
  • Develops, implements and maintains intranet/internet applications within the Commission;
  • Plans, arranges and controls meets, workshops and relations with client/user staff during system investigations and throughout subsequent development work.
  • Coordinate the preparation of detailed documentation on the operation of programs for user training and computer operators.
  • Conducts user training and demonstrations on off-shelf products as well as custom-built systems.
  • Periodically reassessed and updated software documents.
  • Develop modern Internet-based applications and Mobile Apps.
  • Implement version control and release management procedures, as per change management policy.
  • Apply automated and manual tools including 'black box' and 'white box' testing, to test and evaluate systems and networks under development.
  • Perform thorough unit testing and peer review to ensure that qaulity output of development is maintained.
  • Implement backup procedures for safeguarding databases and programs.
Minimum Required Qualification and Experience

  • Bachelor of Science Degree in Computer Science or related field from an accredited tertiary institution;
  • Two (2) years' experience in the field of software and web development.
  • Associate of Science Degree in Computer Studies or related field from an accredited tertiary institution;
  • Three (3) years' experience in the field of software and web development.
