Job Summary

Responsible for coordinating the day activities of the Constituency Office, to include smooth operation in the processing of electors' application for Registration and the issue of electors' identification cards.

Core Duties

  • Provides potential electors with information and assistance in completing the registration procedures.
  • Enters, electronically or manually, registration data of applicants.
  • Visits electors' residences for verification purposes.
  • Collates and summarizes daily activities for presentation  to the manager.
  • Ensures that information obtained is used only for registration purposes (confidentially).
  • Provides daily, to the Manager the prescribed forms, sheets and reports.
  • Ensures that all machines are used for the sole purpose of voter registration or I.D. card distribution - and in accordance with security and control procedures.
  • Ensures that all RRC Forms and supporting documents are accurately completed.

Minimum Required Qualification and Experience
  • Five (5) CSEC subjects at grades one (1), two (2) or three (3) inclusive of English Language and Mathematics.
  • Minimum of two (2) years' experience in data entry.
  • Working knowledge of standard computer applications.
Salary Band: $ 2,190,302 - $ 2,945,712 per annum

Job Summary

Job Summary

The incumbent is accountable to the Assistant Director - Corporate Services and performs all managerial and secretarial functions necessary for the smooth operation of the office.

Core duties:

  • Plans and organizes all meetings called by the Departmental Head
  • Records and distributes minutes of meetings and action sheets to department members or other intended recipients
  • Dispatches correspondences issued by Departmental Head to other key stakeholders
  • Prepares special reports for submission as required

Information Security Specialist (MIS/IT6) (two (2) year contract)

Job Purpose

To design, implement and maintain a comprehensive information security plan and risk management program to protect the Commission's information technology networks and database management systems from cyber-attacks, while maintaining the confidentially, integrity and availability of information assets.

Core Functions

  • Ensures information security policies, standards, and procedures are up to date.
  • Initiates, facilitates, and promotes activities to foster information security awareness within the organization.
  • Regularity reviews application design/implementation utilizing threat modelling, risk analysis and attack surface analysis.
  • Evaluates security trends, evolving threats, risks and vulnerabilities and applies tools to mitigate risk as necessary.
  • Ensures that the disaster recovery, business continuity, risk management and access controls needs of the organization are addressed.
  • Participates in the development, implementation, and ongoing compliance monitoring of all information assets to ensure security concerns, requirements, and responsibilities are addressed.

Required Knowledge, Skills and Abilities
  • Core understanding and hands-on use of application security scanning software and related penetration testing tools.
  • Knowledge in developing information security policies and procedures inclusive of those pertaining to business continuity and disaster recovery.
  • Knowledge in reviewing laws and regulations relating to information security and developing appropriate policies and procedures to ensure compliance.
  • Practical exposure to system architecture, network solutions and technologies, data retention and destruction, strategies related to access, authentication, authorization, identity management, and security practices, and awareness training.
Required Qualification and Experience
  • Undergraduate degree in Computer Science, Engineering or equivalent from an accredited tertiary institution.
  • Any of the following security certifications: CISSP, CEH, CISM, CompTIA Security+ or equivalent.
  • Minimum two (2) years' experience in information security or risk management.
  • Excellent oral and written communication skills.
Salary is within the approved government scale.

The incumbent is responsible for ensuring that all relevant documents are scanned and entered in the Human Resource Management Information System (HRMIS). The incumbent is also accountable for providing information to and soliciting information from other Human Resources and Payroll staff as required.

Core Duties

  • Assumes responsibility for effectively recording, maintaining, and reporting human resource information
  • Maintains the organisation's HRIS database
  • Enters new hire and other salary related information in the HRIS database
  • Scans all relevant documentation for upload to personnel files in HRIS
  • Tracks and resolves problems and checks system operations as scheduled
  • Enters Personnel files and records are maintained in accordance with legal requirements and Company policies and procedures
  • Completes monthly and year-end reports regarding terminations, and new employees
  • Completes miscellaneous research, reports, and memos as requested
  • Liaises with Payroll staff re- input of information necessary for salary computation
Minimum Qualifications and Experience:
  • Associate of Science Degree in Business or Information Technology
  • Certification in Data Operations
  • One (1) year experience in general data entry or working with a HRMIS
  • Experience in a HR environment is a definite asset

GIS Web Developer (MIS/IT 4)



Job Purpose

To implement and maintain the EOJ's Web and mobile GIS services, develop geospatial web and mobile applications in support of the organization's business processes and focus and to provide technical support in the creation and maintenance of spatial data and to support overall GIS security. Incumbent is also required to use programming skills to support other information system processes and general data management.

Core Duties

Reporting to the GIS Manager, the incumbent will be required to perform the following duties: 

  • Provides technical support in the creation, general maintenance and updating of the EOJ's GIS database.
  • Maintains the security of geospatial applications and supporting infrastructure.
  • Offers ongoing supporting to internal and external customers with respect to the use geospatial applications.
  • Plays a lead role in creation and maintenance of the EOJ's web and mobile GIS services.
  • Develops customized geospatial web and mobile applications utilizing electoral and supporting data for the purposes of the EOJ.
  • Utilizes programming skills to bring improvements to existing information systems processes and to support roved data management (both spatial and non-spatial).
 Minimum Qualification and Experience
  • A first degree in information Technology (IT) related field from an accredited institution.
  • Two (2) years' experience in a similar capacity.
  • A background in a geography-related field would be a definite asset.
Remuneration: $ 1,710,225.00 - $ 2,032,920.00 per annum plus applicable allowance.

Core Duties:
The Returning Officer and his/her Assistant is responsible for:
  • Managing the constituency and constituency office(s)
  • Conducting monthly constituency meetings with political party representatives to advise on EOJ's policies and ongoing matters
  • Coordinating and assisting in residence verification of electors
  • Preparing election plans, determining and confirming polling stations locations
  • Determining and writing descriptions for constituency, electoral and polling division boundaries
  • Managing the process of elector surveys and all election related activities within the constituency
  • Confirming dead electors to be removed from Voters' List
  • Conducting elections and all related processes
Minimum Qualifications and Experience:
  • Bachelor's degree in Management Studies, Public Administration or equivalent
  • Minimum of three (3) years experience at the middle management level
  • Applicants should preferably be living and/or working in the constituency
  • Must own or operate a reliable motor vehicle
  • Experience in/knowledge of electoral process would be an asset

Senior Secretary (Head Office - Kingston) - Electoral Commission of Jamaica

Core Duties:

  • Performs follow-ups to secure timely responses from internal units and external entities to correspondence emanating from the Unit
  • Makes appointments and receives visitors for the Assistant Director and assists them in accordance with established procedures
  • Takes messages in his/her absence, screen callers and direct calls to Assistant Director or refers them to appropriate officers as the situation dictates
  • Prepares draft responses, letters, memos, reports and minutes of meetings
  • Maintains suitable filing systems (manual/electronic)
  • Conducts research as directed
Minimum Qualification and Experience:
  • Five (5) CSEC subjects inclusive of English Language and Mathematics and with passes at grades 1, 2 or 3
  • Diploma in Secretarial Studies from an accredited institution and/or Certified Administrative Management (CAM)
  • Level 2 certificate from the Management Institute for National Development (MIND)
  • Proficiency in standard computer applications (Microsoft Word, Excel, PowerPoint)
  • Minimum of three (3) years experience at a similar level
  • Designation of Certified Professional Secretary (CPS)
Salary: $969,060 - $1,151,908 per annum

Core Duties:
  • Coordinate and manages all field related activities including Boundary Redefinition, Elector Registration, Residence verification, Voter ID distribution and training of field staff
  • Sensitizes the public on the importance of the electoral system to democracy in Jamaica
  • Facilitates the participation of the public in all electoral activities
  • Monitors the performance of Returning Officers and all full-time employees of the Region
  • Coordinates and monitors all activities relating to the preparation for and conduct of national elections
Minimum Qualifications and Experience:
  • First degree in Public Administration or Management Studies or equivalent
  • Minimum of three (3) years experience at the middle management level
  • Working knowledge of project management policies and practices
  • Must own or operate a reliable motor vehicle
  • Experience in the electoral process would be an asset
Salary: $986,421 - $1,172,544 p.a. plus allowances.
