Applications are invited for the post of: 

Director General 

The Jamaica government is seeking a highly experienced and skilled leader to serve as the Director  General (DG) of the Statistical Institute of Jamaica (STATIN). In this role, and with oversight by a Board of Directors, the incumbent will be responsible for leading the STATIN in the collection, analysis and reporting of statistical data on various aspects of Jamaica's economy, demographics, and social trends. The incumbent will work closely with government officials, policymakers and other stakeholders to ensure that Jamaica's statistical information is current, accurate and reliable.

Qualifications and Experience:

  • A Master's or Doctoral degree in statistics, economics, or a related field;
  • At least ten (10) years' of experience in statistical analysis and research, with a focus on macroeconomics, demographics or social trends, five (5)  of which were in a senior management position;
  • Strong leadership skills, with a strong track record of success;
  • Excellent analytical and problem-solving skills, with the ability to think strategically and creatively;
  • Effective communication and interpersonal skills, with the ability to build relationships with diverse stakeholders;
  • Experience working in a government or public sector organization, with an understanding of the political and policy environment;
  • Knowledge of statistical software and database management systems;
  • Strong commitment to the importance of accurate, reliable, and timely statistical data for policy making and public understanding.

Key Responsibilities:

  • Develop and implement STATIN's strategic plan in consultation with the Board of Directors and in collaboration with government officials and other key stakeholders;
  • Oversee the collection, analysis, and reporting of statistical data on various aspects of the country's economy, demographics, and social trends;
  • Ensure the accuracy, reliability, and timeliness of statistical information produced by the agency;
  • Provide leadership and guidance to staff, including hiring, training, and performance management;
  • Establish and maintain relationships with key stakeholders, including government officials, policy makers, and representatives from the private sector and civil society organizations;
  • Advocate the importance of high-quality statistical data and promote the role and responsibility of STATIN;
  • Ensure that STATIN's budget and resources are effectively and efficiently managed, in compliance with the Financial Administration and Audit Act (FAA Act) and other relevant standards and guidelines.
Compensation:

Salary and benefits package is within the range applicable to Senior Executive Management in the Public Sector.

Major Duties and Responsibilities:

  • Knowledge of principles and practices of project Management.
  • Service-oriented, flexible.

The starting salary is $4,594,306.00 as at April 1, 2023.

Job Summary

The successful applicant will be required to implement and maintain government of Jamaica financial and procurement policies and guidelines; supervise the administrative and ancillary staff; assume responsibility for the financial controls and procedures of the school; and provide financial information to support decision making by the Ministry of Education, and the School's Board of Management.

Requirements

a. Specific Knowledge Required:

  • Thorough knowledge of FAA Act and GOJ procurement policy guidelines.
  • Strong grasp of accounting and word processing software applications.
  • Work experience as Bursar or Assistant Bursar in a Government educational institution.

b. Qualification and Experiences:
  • B.Sc. in Accounting and Management or 
  • ACCA Level 2, with two (2) years' of experience, or
  • ACCA Level 1, with three (3) years' of experience.
c. Competencies and Specialized Techniques
  • Good Problem solving skills
  • Excellent interpersonal skills
  • Strong supervisory skills
  • A valid driver's license and a reliable motor vehicle.
