Press Secretary (MCG/IE 6)

The Press Secretary creates and implements communications strategies based on policies related to the functions of The Governor-General. They manage and direct the operations of the Public Relations Unit while liaising with the Special Advisor to The Governor-General and the Senior Executive Assistant to The Governor-General, in addition to ensuring appropriate coverage and exposure of The Governor-General’s activities, consistent with the requirements of The Constitution, and the responsibilities of The Office of The Governor-General (“The Office”). Furthermore, the incumbent is responsible for speaking to, and interacting with the media, stakeholders, and special interest groups on behalf of the Office, as well as preparing and overseeing the writing of speeches, messages, public statements, fact sheets, press releases, other types of written materials, and organising events such as press conferences.

The incumbent must have knowledge of the Jamaican Public Service and familiarity with the characteristics of its governance and management; thorough knowledge and understanding of related Government of Jamaica policies; solid knowledge in the use of all types of media including print, electronic, and social media; and sound knowledge of the Jamaican media landscape to understand influences and keep abreast of changes and trends.

The Press Secretary achieves the above by supporting “A culture of excellence through people performance and partnerships,”, coupled with staff motivation and commitment, as well as high levels of accountability and responsibility.

Experiential Requirements & Special Conditions
  • The incumbent must have obtained a post graduate degree in Mass Communications or the equivalent from a recognised tertiary institution, with FIVE (5) years of experience in Public Relations and/or Journalism, or an undergraduate degree in Mass Communications or the equivalent from a recognised tertiary institution, with SEVEN (7) years of progressively responsible Journalism and/or Public Relations Experience.
  • They must also have training and experience in Project Management and Project Delivery. Training in Human Resource Management is desirable but not mandatory.

This is an office environment with no adverse working conditions, however, the Press Secretary is expected to lead by example and take a non-traditional approach to working hours. This means that they can work ten to twelve-hour days, on weekends and public holidays due to the requirements of The Office. There may be pressure when managing the deliverables and other requirements of the position. Travelling is required across the FOURTEEN (14) parishes of Jamaica.

ACCOUNTING OFFICER - BANKING & INVESTMENTS

Key Responsibilities
  • Monitor accounts statements, verification of all entries and general ledger balances, and reconciliation of bank accounts.
  • Prepare invoices and collect receivables, as per department guidelines
  • Maintain the fixed asset registers
  • Reconcile assigned sub-ledgers to the respective G/L accounts.
  • Prepare schedules for ALCO, Board, Audit Committee or any other committee reports as required.
  • Prepare quarterly consolidated schedules
  • Assist in the preparation of the monthly financial statements by preparing specific and adhoc schedules/ reports as assigned
  • Assist with the yearly budgeting exercise.
  • Assist in preparation of statutory returns to ensuring accurate and timely filings
  • Perform regular self-audit reviews as required.
  • Assist in the analysis of general ledger accounts and ensure the adequacy of the month-end expense and non-interest income accruals
  • Prepare schedules for auditors, inspection and annual budget exercise, as assigned

Minimum Qualification, Experience, Knowledge and Skills
  • Bachelor of Science in Accounting/Management Studies and pursuing ACCA level 11 or CPA.
  • At least two (2) years professional experience
  • Ability to learn relevant mainframe applications as required.
  • Knowledge of general ledger application and sub-ledger systems
  • Ability to understand, interpret and carry out procedures and detailed instructions
  • Ability to work quickly and accurately under pressure in order to meet established timelines
  • Good written and verbal communication skills
  • Good interpersonal skills to work effectively with others.
  • Proficiency with Microsoft Office Suite [EXCEL, Word etc.]

Job Summary

Responsible for coordinating the day activities of the Constituency Office, to include smooth operation in the processing of electors' application for Registration and the issue of electors' identification cards.

Core Duties

  • Provides potential electors with information and assistance in completing the registration procedures.
  • Enters, electronically or manually, registration data of applicants.
  • Visits electors' residences for verification purposes.
  • Collates and summarizes daily activities for presentation  to the manager.
  • Ensures that information obtained is used only for registration purposes (confidentially).
  • Provides daily, to the Manager the prescribed forms, sheets and reports.
  • Ensures that all machines are used for the sole purpose of voter registration or I.D. card distribution - and in accordance with security and control procedures.
  • Ensures that all RRC Forms and supporting documents are accurately completed.

Minimum Required Qualification and Experience
  • Five (5) CSEC subjects at grades one (1), two (2) or three (3) inclusive of English Language and Mathematics.
  • Minimum of two (2) years' experience in data entry.
  • Working knowledge of standard computer applications.
Salary Band: $ 2,190,302 - $ 2,945,712 per annum
